3日、北京の精華大学で開催された第９回世界平和フォーラムにおける中国外相、王毅の演説より朝米関係関連部分を英訳より訳出。

朝鮮半島についてであるが、最も重要な原則は、平等に基づいた対話と平和的解決という一般的な方向を維持することである。朝鮮半島の核問題は、紆余曲折を経ながら30年近く引きずられている。我々は常に対話、協議、平和的解決が基本的原則で、段階的で同時進行的な行動が必然的な方法であり、非核化と平和体制構築の並行的進展を追求するが前進させる正しい方向だと信じている。中国は北朝鮮と米国から最近出されたシグナルを重要性だと考えており、対話を継続し朝鮮半島の緊張を緩和する琴に繋がる全ての言葉と行動を支持する。
On the Korean Peninsula, the most important principle is to keep to the general direction of equal-footed dialogue and peaceful settlement. The nuclear issue on the Peninsula has dragged on for nearly 30 years, going through ups and downs. We always believe that dialogue and consultation and peaceful settlement is the fundamental principle, taking phased and synchronized actions is the inevitable tactic, and seeking parallel progress in denuclearization and the establishment of a peace mechanism is the right way forward. China attaches importance to the recent signals from the DPRK and the US, and supports all words and actions that are conducive to maintaining dialogue and easing tensions on the Peninsula.
米国は、北朝鮮に対して数十年間にわたり行われてきた絶え間ない軍事的威嚇と圧力を再考し、北朝鮮の正当な憂慮を認識し、対応する必要がある。北朝鮮がこれまでに講じた非核化と緊張緩和に向けた措置に対して、米国は誠実さを示し、対応すべきである。さらに、国連安保理は北朝鮮関連決議の解除措置を適時に実施し、北朝鮮の経済と人民の暮らしを改善する必要がある。
The US needs to reconsider its incessant military threats and pressure on the DPRK over the decades, and acknowledge and address DPRK's legitimate concerns. Given the measures that the DPRK has taken toward denuclearization and easing the situation, the US should show its sincerity and make a response. In addition, the UN Security Council needs to invoke the rollback terms of the DPRK-related resolutions in due course and help the DPRK improve its economy and people's livelihood.
朝鮮半島問題は、中国の門前の事態である。我々は常に朝鮮半島の恒久的な平和と安定実現のための建設的な役割を担い続ける。
The Korean Peninsula issue is a matter at the doorstep of China. We will, as always, continue to play the constructive role for the realization of enduring peace and stability on the Peninsula.

久しぶりに中国が朝鮮半島問題に関する米国向けのメッセージを出した。基本的には、これまで中国が主張してきた「対話と協議を支持」し、朝米の「並進」を求めるものであるが、今回の演説では、米国の北朝鮮に対して「軍事的威嚇と圧力を再考」することと、北朝鮮が講じた非核化措置に対して「米国は誠実さを示し、対応すべき」とすることで一歩踏み込んでいると言える。
また、米国に対する要求は列挙されているが、北朝鮮に対する要求は一つもないことも注目しておく必要がある。
王毅が言っている「軍事的脅威と圧力」が具体的に何を指しているのかは明確ではないが、「韓米合同軍事演習」が含まれていると考えるのは妥当であろう。
米国時間で今日は「独立記念日」である。バイデンは「ウィルスからの独立」を宣言するのかしないのか。一方、北朝鮮は、「戦略軍節」も何もなかったように過ごし、今年は「独立記念日」の「誕生日プレゼント」は見送っている。
中米関係も複雑になる中、朝鮮半島情勢は今年後半、動くのだろうか。
