米国防長官マティスの会見：「北朝鮮の消滅は望んでいないが、多くのオプションはある」と （2017年9月3日）
3日、トランプらとホワイトハウスで北朝鮮問題を巡り討議後の記者会見で、米国防長官マティスが以下。

我々には多くの軍事オプションがあり、大統領はそれらに関する説明を求めた。
We have many military options, and the President wanted to be briefed on each one of them.
我々は、米国と、同盟国、すなわち韓国と日本をいかなる攻撃からも守る能力があることを明確にしている。そして、同盟国に対する関与は鉄壁である。
We made clear that we have the ability to defend ourselves and our allies – South Korea and Japan – from any attack. And our commitments among the allies are ironclad.
米国やグアムを含む米国領あるいは同盟国に対する脅威は、大規模な軍事的手段で効果的かつ圧倒的に対応することになる。
Any threat to the United States, or its territories – including Guam – or our allies will be met with a massive military response – a response both effective and overwhelming.
金正恩は、国連安保理で全ての理事国が北朝鮮による脅威に対して上げた統一された声と朝鮮半島の非核化への関与で全会一致で決めたことに耳を傾けるべきだ。それは、我々は、ある国、すなわち北朝鮮が消滅することを望んでいないからだ。
Kim Jong Un should take heed the United Nations Security Council’s unified voice – all members unanimously agreed on the threat North Korea poses, and they remain unanimous in their commitment to the denuclearization of the Korean peninsula – because we are not looking to the total annihilation of a country – namely, North Korea.
しかし、先に述べたように我々には多くのオプションがある。

「多くの軍事的オプション」と言っているが、周辺国に被害を出さないような「オプション」など存在するのだろうか。米国に「韓国と日本をいかなる攻撃からも守る能力」があるのならば、とっくに軍事オプションを適用していたはずである。「能力」がないから、これまでそれができなかったのは明白であるし、北朝鮮もそれを知っている。
今回の、100キロトン級とも言われる「水素弾」実験で、北朝鮮は実態としての「核保有国」としての「地位」を高めたことは間違いない。今回の実験を回避させる手立てはあったはずだが、結局、何もしないまま、「核保有国」としての実力を示させることになってしまった。対話をするにしても、敷居が高くなっただけである。
北朝鮮は、「消滅」を望んでいない。核もミサイルも「消滅」しないためなのだから。しかし、「消滅」することになれば、周辺の「百年宿敵」の「南朝鮮傀儡一味」と「日帝」共々と考えていることは間違いない。中国が軍事的に北朝鮮を見捨てても、「消滅」覚悟であれば、北朝鮮はそれができる実力を付けてしまった。
