9日、米国務長官ティラーソンがCBSとABCのインタビューをそれぞれ受けた。

SECRETARY TILLERSON: I can tell you that both the president – the presidents had extensive discussions around the dangerous situation in North Korea. They had a very lengthy exchange on the subject yesterday morning. I think it was a very useful and productive exchange. President Xi clearly understands, and I think agrees, that the situation has intensified and has reached a certain level of threat that action has to be taken. And indeed, the Chinese even themselves have said that they do not believe the conditions are ripe today to engage in discussions with the government in Pyongyang.

And so what I think we’re hopeful is that we can work together with the Chinese to change the conditions in the minds of the DPRK leadership, and then at that point perhaps discussions may be useful. But I think there is a shared view and no disagreement as to how dangerous the situation has become, and I think even China is beginning to recognize that this presents a threat to even to China’s interests as well.

QUESTION: There’s been at least one report that the United States has drawn up plans perhaps to consider assassinating Kim Jong-un. That’s not true?

このティラーソン発言は大変興味深い。米韓合同軍事演習では、「斬首計画」だの「とげ抜き計画」の存在を公開しておきながら、「金正恩暗殺計画はない」とするのは、一見矛盾している。しかし、「斬首」だの「とげ抜き」が、米軍の先制攻撃によるものではなく、交戦状態に至った後の計画であるならば、それは意味が異なってくる。過去記事で紹介した「朝鮮外務省備忘録」でも、北朝鮮が繰り返し述べていたのは、「最高尊厳」を狙った「斬首作戦」などを公言することは、「宣戦布告」にも等しいという話であった。今回のティラーソン発言が、米国は北朝鮮が核（とミサイル）を放棄すれば、金正恩政権交替は考えていない、つまり、金正恩政権の維持を認めたものであるとするならば、核もミサイルも政権維持のために開発してきた北朝鮮にとっては、大きな意味を持つ。

QUESTION: In your – in the President’s meeting with President Xi of China, the President has often complained that China isn’t doing enough to take on the North Korean nuclear program. Did he convince President Xi to take more aggressive action, and what was the response of the Chinese to the President’s determination to go it alone if he must?
SECRETARY TILLERSON: George, I can tell you that President Trump, President Xi had very extensive discussions regarding the serious situation in North Korea. They met for quite some time one-on-one to discuss North Korea, and there was a full range of options that were discussed between the two leaders.
President Xi expressed agreement that the situation has reached a new level of seriousness and threat. He expressed the view that he wanted to be supportive in terms of causing the regime in Pyongyang to change its view around the future need for those weapons. China has expressed on multiple occasions and they reaffirmed it in our discussions with us here in Mar-a-Lago that their policy is unchanged, and that is for a denuclearized Korean peninsula.

QUESTION: Are you seeing the actions you need to see?

SECRETARY TILLERSON: Well, we’ll wait and see, George. It’s only been a couple of weeks since we announced our policy changes and have called on the Government of China to take additional steps. SECRETARY TILLERSON: Well, the assessments are obviously somewhat difficult, but clearly, he has made significant advancements in delivery systems; and that is what concerns us the most: the sophistication around their rocket launch programs; their sophistication around the type of fueling that they use; and their working their way towards the test of an intercontinental ballistic missile. And these are the kinds of progress that give us the greatest concern, so we’ve been quite clear with the regime in Pyongyang that that’s what we want them to cease.

やはり、米国にとってより深刻なのは、核よりも「米国に到達するミサイル」ということのようである。前に見た核についてもそうであったが、実験の「中止」が米国の求めていることで、既存の核・ミサイルを破棄することではないような話し方である。であるとすると、中国が提案した「核ミサイル実験の中止と米韓合同軍事演習の同時中断」という、「デュアル・トラック・アプローチ」について部分的に米国が理解を示したのかもしれない。特に、前述の「金正恩暗殺は考えていない」という発言と合わせると、米韓合同演習は継続するにしても、その性格を変えることで、北朝鮮を刺激することは自制し、同時に北朝鮮側にも核・ミサイル活動の自制を求めていくという考えなのかもしれない。であるとすれば、大変現実的だと思う。
米中首脳会談直前に北朝鮮が打ち上げたミサイルを「北極星－2」型の失敗から、スカッドの失敗へと格下げしたのも、実は、「失敗」したミサイルが米国本土に対する脅威とはならないような代物であるということにしたかったのかもしれない。さらに、考えすぎかもしれないが、北朝鮮も敢えて「失敗」をしたような発射をし、米国を懸念レベルを下げようとしたのかもしれない。そこに、中国の意図が隠れているとすれば、パーフェクトなシナリオとなるのだが。
