王毅提案について、定例記者会見で説明、＜追記＞トランプ、週定例演説で北朝鮮に言及せず（どころか、国際関係にも） （2017年3月10日 「中国外交部定例記者会見」）
10日の「中国外交部定例記者会見」では、朴槿恵罷免判決、THAAD配備問題、王毅提案など、朝鮮半島情勢に関する多くの質疑が行われた。

王毅提案について、中国外交部報道官は次のように説明している。

Q：王毅外相が、並行路線の朝鮮半島非核化( parallel tracks denuclearization of the Korean Peninsula)アプローチと休戦協定を平和協定に切り替えることについて数日前の記者会見で繰り返した。彼はまた、北朝鮮が核・ミサイル活動を一時停止するのと引き替えに、米韓は大規模な軍事演習を停止するということを提案した。米韓はこの提案を前向きに受け取りそうではない。これについてのコメントはなにかあるか。また、この重大な提案が実行可能だと考えるか。
Q: Foreign Minister Wang Yi reiterated days ago at the press conference the approach of pursuing in parallel tracks denuclearization of the Korean Peninsula and the replacement of the armistice with a peace agreement. He also suggested that the DPRK suspend its missile and nuclear activities in exchange for a halt of the large scale US-ROK exercises. It seems that the US and the ROK are not very positive about that. What is your comment on that? Do you still think that relevant proposals are workable?
A：「停止のための停止提案(the suspension-for-suspension proposal)と並行路線アプローチは、全体プランの2つの部分である。前者は、緊張を緩和し、対話と交渉を再開する機会を作るものであり、後者は非核化を進展させ、朝鮮半島と地域の恒久的な平和と安全を実現するためのものである。
A: The suspension-for-suspension proposal and the parallel-track approach are two parts of the whole plan. The former aims at easing the tension and creating an opportunity for the restart of dialogue and consultation, while the latter is to advance denuclearization and realize lasting peace and security on the Peninsula and in the region.
朝鮮半島問題は複雑である。関係国間に深刻な不信が存在している。関係国の懸念を払拭する方法だけが、全般的かつ効果的にこの問題を解決できる。中国により進められる「停止のための停止」提案と並行路線提案は、関係国の最重要懸念を払拭するものであり、この問題の現実を反映したものであり、この問題の最も重要な部分をついたものであり、そして重要な安保理決議に合致するものであるから、公正で合理的であり、実行可能である。
The Korean Peninsula issue is complex. There is a severe trust deficit among relevant parties. Only a solution that accommodates all parties' concerns can thoroughly and effectively resolve this issue. The suspension-for-suspension proposal and the parallel-track approach put forward by China accommodate various parties' most pressing concerns, reflect the reality of the issue, grasp the crux of the problem and are in line with relevant Security Council resolutions, and are thus impartial, reasonable and workable.
我々は、関係国が朝鮮半島の平和、安定、そして非核化に関与すること、箱の中から出てきて考え、合理的かつ漸進的に行動し、中国の提案をより注意深く考え、建設的な対応をすることを望んでいる。
We hope that all relevant parties will stay committed to peace, stability and denuclearization of the Korean Peninsula, think out of the box, act in a rational and pragmatic way, think more carefully about China's proposals and make a constructive response.

The Chinese side is open to ideas that may lead the Peninsula out of the predicament. If you think your idea is better, just speak it out. We are ready for discussions with all parties and will create conditions for the resumption of peace talks through constructive efforts.

北朝鮮が核・ミサイル活動を停止することと、米韓が合同軍事演習を停止するのは、「鶏が先か、卵が先か」の関係にあるような気もする。しかし、韓国側で保守大統領が罷免され、北朝鮮に融和的な大統領が登場すれば、米韓合同軍事演習停止、あるいは規模縮小も不可能ではない。一方、北朝鮮の核・ミサイル活動を合意が成立するまでの期間、自制させられるのは中国以外にない。北朝鮮が、さらなる核実験やミサイル発射をすれば、もし韓国に対北融和的大統領が登場しても、北朝鮮が核・ミサイル活動を続ける中、一方的に譲歩するようなことはしにくくなる。
中国の石炭輸入一時停止措置は、北朝鮮にとってブローとなっており、徐々にその影響は拡大して行くであろう。過去記事にも書いたように、中国の石炭積み降ろし港に入港させてもらえず1ヶ月近く港外で停泊している北朝鮮船舶がそれを象徴している（乗船している北朝鮮船員の食糧や水の供給が心配になってしまうほどである）。一方、鉄鋼積載船は依然として入港を認められているが、これについても中国が｢人民生活に仕向けられる部分の輸入は完了した」と宣言すれば、入港できなくなり、北朝鮮にとってはますます痛手となる。もし、北朝鮮が王毅提案に反するような行動をすれば、中国は鉄鉱石輸入停止に踏み切る可能性もある。
日米は、中国提案を無視し、北朝鮮のさらなる挑発的行動を誘発し、中国により厳しい輸入制限を課させる道を選ぶのか。それとも、中国の提案に同調するのか。北朝鮮のミサイルが日本の陸地から200キロの地点に落下していることからすれば、日本国民の安全を守るためにも、これ以上北朝鮮の挑発行動を誘発するような道を歩まず、王毅提案を積極的に検討する道も充分にある得るのではないだろうか。
好きでも嫌いでも、認めようが認めまいが、「核・ミサイル北朝鮮」と、ともかく当面は共存していく道しかないのだから、その中で日本国民の安全を最大限守る道は、軍事だけではないことを日本の首相には認識してもらいたいものである。

トランプの週定例演説を見た。北朝鮮問題をはじめとした国際関係に関する言及は一切ない。「アメリカ第一主義」の彼からすれば、大洋の彼方で起こっていることなど関心が薄いのだろうか。
