「中国外交部定例記者会見」：カーター米国防長官の「中国の責任」発言を非難、「THAAD配備で核問題は解決できると約束できるのか？」と反問 （2016年9月12日 「中国外国部定例記者会見」）
12日の「中国外国部定例記者会見」で、カーター米国防長官が「中国には、（北朝鮮の核・ミサイル開発が）進んだことに対して重要な責任の一端があるし、それを元に戻す重要な責任がある」と述べたことについて質問されて、以下。
カーターさんは、必要以上に謙虚だ（つまり、米国は自らの責任を過小評価している）。朝鮮半島核問題の核心と原因は、中国ではなくて米国にある。この問題の核となる部分は、北朝鮮と米国の紛争である。米国こそが、今日の状況を作り出したことについて振り返り、効果的な解決策を模索すべきである。そうした当事者が、自分がしたことを元に戻した方がよい。
A: Mr. Carter was being unnecessarily modest. The cause and crux of the Korean nuclear issue rest with the US rather than China. The core of the issue is the conflict between the DPRK and the US. It is the US who should reflect upon how the situation has become what it is today, and search for an effective solution. It is better for the doer to undo what he has done. The US should shoulder its due responsibilities.
とし、北朝鮮が主張する「米国こそが、北朝鮮を核開発に推し進めた」ということをバックアップした。中国が制裁を強化すれば北朝鮮の核開発は止められるという米国の立場と、米国が北朝鮮との話し合いに応じなければ、北朝鮮の核開発は止めることができないという中国の立場が真っ向から対立している。
そして、「中国は安保理常任理事国として、北朝鮮の核問題を適切に解決するためにたゆまず努力をして来た」述べ、一般的な「解決」ではなく、「適切な解決」を強調している。
As a permanent member of the UN Security Council and the close neighbor of the Korean Peninsula, China has made unremitting efforts for the proper settlement of the Korean nuclear issue for the purpose of safeguarding peace and stability of the Peninsula and the authority and effectiveness of the nuclear non-proliferation regime.
続けて、「半島に平和と安定は、対話の中で見いださなければならない」とした上で、「我々は、全ての当事者に対して総合的な利益に焦点を合わせ、冷静に行動し、挑発し合うことを避ける・・ことを求める」としている。「挑発」しているのは、北朝鮮だけではなく、米韓側も挑発をしているという認識である。「挑発」の筆頭はTHAAD韓国配備であろうが、米韓合同軍事演習や米軍の戦略爆撃機などを朝鮮半島に持ち込むことも含まれているのかもしれない。
As we have all seen, a vicious circle of forceful actions and reactions will make it even harder to untie the knot of the Korean nuclear issue, or drive the whole thing into a dead end. In order to fundamentally resolve all the Peninsula-related issues including the nuclear issue, all parties must assume their due roles. To fundamentally resolve this issue, the Chinese side believes that an approach that addresses all parties' security concerns and leads to enduring peace and stability of the Peninsula must be found through dialogue. Once again, we strongly urge all parties to focus on the overall interests, act with caution, avoid provoking each other, and make genuine efforts for denuclearization as well as peace and stability of the Peninsula.

A: Everything in the world can be connected with one another. China's position on both THAAD and the Korean nuclear issue is clear. The Chinese side has been stressing that dialogue and consultation is the fundamental way out for the issue of the Korean Peninsula which is complex. Be it the US or the ROK, who can promise that the deployment of THAAD will resolve the Korean nuclear issue once and for all? It has been proved time and again that security concerns of parties related must and can only be addressed in a way that serves all parties' interests. Any unilateral action based on one's self-interest and one's pursuit of absolute security of its own will not help resolve one's security concerns but will only aggravate the tension, complicate the issue, and make it more difficult to achieve relevant goals. We strongly urge all parties to focus on the overall interests, act with caution, and avoid provoking each other so as not to escalate tension. We have also been calling on parties concerned not to give up on peacefully resolving the Korean nuclear issue through dialogue and consultation, even though the situation is grim and difficult. As long as there is a gleam of hope, opportunity or possibility, we have to make all-out efforts to seize it. This is our long-standing position. The Chinese side will continue to take a constructive and responsible part in Security Council discussions. As a permanent member of the Security Council and a responsible member of the international community, China will fully observe relevant Security Council resolutions in good faith. Meanwhile, we will work tirelessly with all parties to bring the Korean nuclear issue back to the right track of dialogue and consultation.
On the issue of THAAD, China's stance is clear and unchanged. We oppose the deployment of THAAD by the US in the ROK.
